The aim of this public institution was to build small urban centres in regions that had been left uninhabited during the Spanish Civil War. The function of these settlements was to re-establish agricultural and livestock farming processes in territories where they had disappeared. Each of the families housed in one of the dwellings was also assigned a variable area of land to work, although most of these initiatives did not achieve the desired objective. The official body in charge of overseeing these developments did not offer the necessary support to enable families to settle down and develop their economy. Only a few villages where agricultural cooperatives were created actually functioned as dynamisers of the small-scale rural economy.
