For the construction of this building, a permit was granted in 1947 in accordance with the functions it would perform, due to the ordinances that existed in El Vedado, since in 1931 an agreement was issued prohibiting the construction of buildings with more than 3 floors, but this agreement was modified six years later to extend the construction of up to 4 floors, because many designers and owners claimed the need to be authorized to build higher buildings. The building was set back from the alignment by 5 meters, then adding 4 meters of a portico, which allowed it to be distanced from the road, while at the same time adjusting to the steep slope of 23rd Street. In this way the portico became a wide gallery, which divided the base of the body of offices.
